Lee A. Chilcote, a graduate of University School (1960), Dartmouth College (A.B., 1964), Thayer School of Engineering (B.E., 1965), and Hastings College of Law, University of California (J.D., 1972), has 41 years of law firm and business experience in a wide variety of real estate, corporate, environmental and tax matters. His real estate practice encompasses rehabilitation and new construction projects for developers; real estate acquisition, financing, leasing and disposition for corporate clients; lending transactions for national and regional lenders; and portfolio transactions for pension fund, real estate investment trust and other institutional clients. His corporate practice includes governance, mergers and acquisitions, and contract matters. Lee's environmental practice includes the acquisition and disposition of environmentally-contaminated properties, remediation loans, brownfield redevelopment and other environmental reuse projects. His tax law practice includes a wide variety of projects, including special improvement districts, and transactions utilizing tax increment financing, federal and state historic preservation and new markets tax credits. Lee is a former partner and practice group leader at several of Cleveland's prominent law firms and also served as Vice President, Secretary and General Counsel for First Union Real Estate Investments. In addition to being of counsel to Headen & Co., LLC, Lee is currently the Managing Partner of Chilcote Law Firm LLP. Lee is an active member of the American College of Mortgage Attorneys, the American College of Real Estate Lawyers, Urban Land Institute and NAIOP, in which he has been a frequent lecturer on real estate and environmental topics.

Peter Lawson Jones, a graduate of Harvard College (magna cum laude in Government) and Harvard Law School, has extensive public sector experience both as an attorney and elected official. He served as a councilman and vice mayor in Shaker Heights, Ohio, a member of the Ohio House of Representatives and a Cuyahoga County commissioner. A former partner in the public law group at Roetzel & Andress, Jones previously served as law director and prosecutor in the Village of Woodmere, Ohio, and special counsel for the Attorney General of Ohio. On several occasions he was named an Ohio Super Lawyer.

Alan J. Ross has over twenty-five years of experience in Intellectual Property, including patents, trademarks, copyrights and trade secrets. He has prosecuted numerous patents and trademarks in the U.S. PTO, is a member of the PTO bar, and has extensive experience in the litigation of IP matters, particularly patent infringement. Alan is a former Assistant U.S. Attorney, where he was Chief of the Civil Division and he is a former Trial Lawyer with the Antitrust Division of the DOJ. Stacey E. Polk, a graduate of Laurel School, the University of Maryland, College Park and Georgetown University Law Center comes to Headen & Co., LLC while also serving as owner of the Law Offices of Stacey E. Polk and has more than twenty years of experience as legal counsel, consultant and executive to and for profit and nonprofit organizations including public bodies where her practice included economic development, sustainability consulting and environmental services. As assistant economic development director for the City of Cleveland, Ohio, Ms. Polk managed a wide array of public and private funding sources in the development of conventional and Brownfield project sites. Ms. Polk’s work with sustainable projects includes government, private office spaces and facilities and natural resource conservation. Edward J. Krug, licensed in the Commonwealth of Pennsylvania, received his undergraduate degree from Duquesne University in Pittsburgh, Pennsylvania and received his law degree from Duquesne University Law School where he currently serves as Adjunct professor of Real Estate Planning. A partner in the Law Offices of Edward J. Krug as well as of cousel to Headen & Co., LLC, Mr. Krug has over twenty-five years of experience counseling financial institutions and real estate intermediaries in commercial and real estate transactions. Mr. Krug has served as President and General Counsel of Service Link one of the top five title and appraisal independent vendor management companies in the United States and served as counsel for Stewart Title Guaranty Company, managing their Multi-State Agent Support Team (MAST). Raymond Sales, a graduate of The Ohio State University (BA, JD) and the University of Missouri-Kansas City (LLM Urban Law and Affairs), is a former partner with Chapman and Cutler, where he found his niche in public finance, specializing in housing and community/economic development law and finance, the Atlanta law firm of Powell, Goldstein, Frazier & Murphy, and the minority-owned law firm, The Sales Law Group, (later, Sales, Goodloe, & Golden), where he served as lead bond counsel to the City of Atlanta and it’s several instrumentalities and public-private partnerships during the administration of Mayor Maynard Jackson. While in Atlanta, Raymond also founded, developed and sold several small businesses, including Atlanta Franchise Development Corporation, a multi-unit franchise holding company established with the $32 Million acquisition of 100 corporate-owned fast food restaurants. Currently licensed in the states of Illinois and Georgia, Raymond comes to the Firm after spending the last several years living between Walnut Creek, California, where he has pursued his interest in literature and creative writing, and Canton, Ohio, where he devotes much of his time developing several small (green) businesses with his son. Ray Sales will not render legal services to clients of the Firm until he is admitted to Ohio practice.

Raymond C. Headen, a graduate of University School (1978), Williams College (1982) and the University of Pennsylvania Law School (1987), is a member of the board of directors of the Firm and has over twenty-five years of experience serving as lead counsel in all areas of public and private finance. Headen’s experience includes serving as sole bond counsel, sole underwriter’s counsel, issuer’s counsel and credit enhancement counsel in all types of State of Ohio, public and private college and university, Ohio local government, port authority, 501(c) 3, healthcare, leasing, special assessment, TIF and economic development tax-exempt and taxable bond financings as well as in commercial real estate financings as lender’s counsel and borrower’s counsel. He served for ten years as Director of Northeast Ohio Federal National Mortgage Association Partnership Office. (Fannie Mae).
